Big Tech and Competition Law
Vitor Jardim Barbosa é graduado em Direito pela Universidade de São Paulo, Mestre em Direito pela Universidade de Lisboa e doutorando em Direito pela Universidade de Brasília. É Chefe de Gabinete no Conselho Administrativo de Defesa Econômica – Cade. Fez parte do programa de pesquisa da Missão do Brasil junto à Organização Mundial do Comércio e outras organizações econômicas internacionais em Genebra e atuou como Non-Governmental Advisor da International Competition Network – ICN. Possui também experiência na advocacia.
Vitor Jardim Barbosa holds a Law degree from the University of São Paulo, a Master’s degree in Law from the University of Lisbon, and is currently a PhD candidate in Law at the University of Brasília. He serves as Chief of Staff at the Administrative Council for Economic Defense (CADE). He participated in the research program of the Permanent Mission of Brazil to the World Trade Organization and other international economic organizations in Geneva and served as a Non-Governmental Advisor to the International Competition Network (ICN). He also has experience in private legal practice.

Juliana Oliveira Domingues é jurista, advogada e Professora Doutora de Direito Econômico da Universidade de São Paulo (USP) na Faculdade de Direito de Ribeirão Preto. Exerceu de forma destacada importantes cargos públicos federais, tendo sido Procuradora-Geral / Procuradora-Chefe do CADE (2022–2024) e Secretária Nacional do Consumidor (SENACON / MJSP, 2020–2022), período em que também presidiu o Conselho Nacional de Defesa do Consumidor e o Conselho Nacional de Combate à Pirataria.
Graduada pela Universidade Estadual de Londrina (UEL), é Mestre em Direito pela Universidade Federal de Santa Catarina (UFSC), Doutora pela PUC-SP e realizou pós-doutorado como Visiting Scholar na Georgetown University Law School (EUA). Atua como Regional Chair (Diretora Regional) da Academic Society for Competition Law (ASCOLA) e membro de diversas associações internacionais. É autora de livros e artigos de referência em Direito Econômico, Defesa da Concorrência, Economia Digital e Direito do Consumidor, sendo amplamente reconhecida no meio acadêmico e institucional.
Juliana Oliveira Domingues is a legal scholar, attorney, and Professor of Economic Law at the University of São Paulo (USP), Ribeirão Preto Law School. She has held prominent positions in the Brazilian Federal Government, including Attorney General/Chief Prosecutor of the Administrative Council for Economic Defense (CADE) from 2022 to 2024 and National Consumer Secretary at the Ministry of Justice and Public Security (SENACON/MJSP) from 2020 to 2022. During that period, she also chaired the National Consumer Protection Council and the National Council for Combating Piracy.
She holds a law degree from the State University of Londrina (UEL), a Master’s degree in Law from the Federal University of Santa Catarina (UFSC), and a Ph.D. from PUC-SP. She also completed postdoctoral research as a Visiting Scholar at Georgetown University Law Center in the United States. She serves as Regional Chair of the Academic Society for Competition Law (ASCOLA) and is a member of several international associations. She is the author of books and leading articles on Economic Law, Competition Law, the Digital Economy, and Consumer Law, and is widely recognized in academic and institutional circles.

Fábio Pereira é sócio do Veirano Advogados, em São Paulo, onde lidera, em âmbito nacional, as práticas de Propriedade Intelectual, Tecnologia, Proteção de Dados & Privacidade e Mídia & Entretenimento, além de atuar como co-head da prática de Cyber.
É bacharel em Direito pela PUC-Rio, possui pós-graduação em Direito Civil pela Escola Superior de Advocacia (ESA-RJ) e LL.M. em Propriedade Intelectual pela Queen Mary University of London, tendo sido bolsista do programa britânico Chevening, concedido pelo British Council e pelo Foreign and Commonwealth Office (FCO) do Reino Unido.
Fábio co-coordena a Comissão de Direito Digital e Privacidade e integra o Conselho Diretor da Associação Brasileira da Propriedade Intelectual (ABPI). A partir de 2026, também passa a integrar o Conselho Diretor da ITechLaw Association, da qual foi anteriormente Chair do Privacy Committee. Com ampla experiência em propriedade intelectual, tecnologia, mídia e entretenimento, cibersegurança e proteção de dados, publica regularmente artigos e atua como palestrante em fóruns nacionais e internacionais de destaque.
Sua experiência profissional anterior inclui posições como advogado interno da TV Globo e da Fundação Roberto Marinho, bem como o cargo de Legal Affairs and
Intellectual Property Manager no University College London Hospitals, na Inglaterra.
Fábio é reconhecido de forma consistente como referência em sua área por rankings e publicações como Chambers & Partners, The Legal 500, LACCA Approved, Lexology e Revista Análise da Advocacia. Foi também eleito Lawyer of the Year 2026 em Information Technology pelo Best Lawyers, reforçando sua posição de destaque nos campos de Propriedade Intelectual, Tecnologia, Mídia & Entretenimento, Cybersecurity e Proteção de Dados & Privacidade.
Fábio Pereira is a partner at Veirano Advogados in São Paulo, where he leads the firm’s Intellectual Property, Technology, Data Protection & Privacy, and Media & Entertainment practices nationwide. He also serves as co-head of the firm’s Cybersecurity practice.
He holds an LL.B. from PUC-Rio, a postgraduate degree in Civil Law from the Escola Superior de Advocacia (ESA-RJ), and an LL.M. in Intellectual Property from Queen Mary University of London. He was also awarded a Chevening Scholarship, the UK Government’s international scholarship program, supported by the British Council and the UK Foreign and Commonwealth Office (FCO).
Fábio co-chairs the Digital Law and Privacy Committee and serves on the Board of Directors of the Brazilian Intellectual Property Association (ABPI). As of 2026, he also serves on the Board of Directors of the ITechLaw Association, where he previously chaired the Privacy Committee. With extensive experience in intellectual property, technology, media and entertainment, cybersecurity, and data protection, he regularly publishes articles and speaks at leading national and international conferences and forums.
His previous professional experience includes serving as in-house counsel at TV Globo and Fundação Roberto Marinho, as well as Legal Affairs and Intellectual Property Manager at University College London Hospitals in the United Kingdom.
